How does promotion and relegation work in the English football league system?

I know how it works between the first 5-6 levels of the system, but how about further on down?

I’m assuming that most of these clubs below the Football Conference are amateur clubs, so what type of criteria do they have to meet in order to move up to the Football Conference, Football League and eventually, the EPL?

What level on the system will clubs be denied promotion if they fail to meet the stadium and financial criteria? Likewise, what level can a club be spared of relegation because the top team in the level below them cannot meet the standards for promotion?

Penalties that should have been given but weren’t; some shouldn’t have been but were; offsides allowed/disallowed wrongly – and the likes. There was this site that maintained the EPL table taking into account all such things. Just forgot the name of the site.
