Where do new English football teams start out? Do they start in the lowest and get promoted all the way to the Premier, or do they just join whoever will take them and get promoted and relegated accordingly?

As an aussie, I just dont get it and im not a big Football buff so its all foreign to me. I only watch Champions League and the World Cup.
