What’s the best way to run my own fantasy football league?

Is it possible to manually fill in draft picks after our own draft, and set our own scoring system? I don’t want to pay the expensive team or league fees for the premium services which could be used for payouts.
I of course, don’t want to manually calculate everybody’s scores either, when there are many fantasy football websites that can do it for me.
