Who handles the contract and transfer negotiations for a football club?

When a football club is looking to sign a new player. Who within the football club has the responsiility of contacting that players agent/management and dealing with the contract negotiation?
I know the players have agents who deal with this for them, but who does it for the football clubs?

    Different teams have different systems. For a start,Agents are always touting their clients and send videos to clubs who are possible buyers. At Rangers the system in recent years is that the manager tells the chairman the players he is interested in and the chairman and the chief executive would negotiate with the player after initial contact with the agent. Everyone uses representatives though.

    The manager is employed to do that job. He knows what players he wants. Any club that allows the chairman to do this needs relegation to show he doesn’t know what he’s doing. Every time this happens it’s the manager who gets the sack, not the chairman (know nothing about the game, running the club etc.). Tico
